The energy performance for buildings regulations requires the use of a Display Energy Certificate in all public buildings. From Oct. 2008 a certificate must be displayed in a prominent location in all public buildings with over 1000 m2 of floor space.

The regulations cover any buildings occupied by Public Authorities who provide services to large numbers of people.This includes,Central Government,Local Autority and NHS buildings.Services that use Public funds such as Leisure Centres,Theatres and Galleries will also need a DER. Smalller buildings may also be covered by the Regulations if the total floor space exeeds 1000 m2 and they are connected by a "conditioned space".

THe DEC displays the operational rating of the building,showing the energy efficiency on a scale from A-G or 0-150 points,the lower the number of points the better. CO2 emmisions are also indicated and advise on possible improvements included.

The certificate lasts for one year and includes an advisory report on an possible improvements.
